From the 10th of November 2018, the Pudong filing model will be implemented nationwide and the portal for imported non-special use cosmetics is now open.
Summary of the new changes.
1) Responsible persons should go to www.nmpa.gov.cn, on-line service to do the filing through the ‘imported non-special use certification’ online platform, and get the certificate in an electronic format before importation of the product.
2) Responsible persons from the pilot zones (including Tianjin, Liaoning, Shanghai, Zhejiang, Fujian, Henan, Hubei, Guangdong, Chongqing, Sichuan, Shaanxi etc.) should do the filing at the province-level NMPA after having submitted the required documents electronically. Responsible persons from other places should do the filing directly to the NMPA.
3) The Shanghai Pudong filing model should be applied for the new filing.
4) Former certificates are still valid. Filing is only required after the expiration of the current certificate or whenever a change of certificate occurs.
