China to Reduce Taxes on Imported Personal Articles China Reduces Taxes on Imported Personal Articles from November 1, 2018

On September 30, the Customs Tariff Commission of the State Council issued notification No.49 concerning the Adjustment of Taxation on Imported Personal Articles to the People’s Republic of China. The Customs Tariff Commission gave notice of the reduction of tariffs on a number of imported personal articles as well as the inclusion of drugs into imported personal articles category. The noteworthy information from the notification are hereby mentioned:

  1. The drugs shall be included into the tax rate table of imported personal articles under item 1, observing a 15% tax rate. Among them, were also comprised imported anti-cancer drugs that will be only subject to a 3% import tax.
  2. The tax rates for imported personal articles in Items 2 and 3 will be respectively adjusted to 25% and to 50%.
  3. The above adjustments will be implemented from November 1, 2018.

Remark ①: According to the state notification, the taxation rate on imported anti-cancer drugs as personal articles will be subject to a reduction down to 3%.

Remark ②: The specific scope of the goods listed in item 3 is consistent with the scope of the goods for consumption tax.
